Can a Psychic Read You Without Your Permission?
Technically, yes they can. Ethically, they should not. Consent is not a courtesy in this work. It's one of the most important part.
The first rule I teach
The rule I give my students before anything else is simple: you do not tune into someone without their authorization. Not your ex, not your boss, not the stranger in the checkout line. If you're worried about someone, you have a beautifully human option available: pick up the phone and call them.
And I'll tell you something. Years ago I used to teach a practice of quietly reading people in public lines, and I don't teach it anymore. People are allowed to have their emotions without an audience.
Why reading without consent gets it wrong
When you tune into somebody who hasn't opened the door, what you pick up is unreliable. You might read into something that's untrue, and then act on it, or worse, deliver it. This is why the answer to can they is separate from the answer to should they: even setting ethics aside, the information is not clean.
What about asking a psychic about someone else?
People bring third parties into sessions all the time: a partner, a child, a difficult coworker. Here's what I've seen, over and over: if the soul does not want to be read, you get blank. Nothing comes. And that refusal has to be respected, because the spirit world enforces its own consent better than we do.
The same goes for famous people. I don't tune into celebrities for entertainment. Curiosity is not consent.
How an ethical reader handles what they didn't ask for
Sometimes a sensitive person picks something up unasked. That happens. The ethics live in what you do next. You don't walk up to a stranger and deliver a medical prediction. You don't use what you perceive to gain leverage in your relationships. This gift is not for self-serving curiosity, and we cannot play God with people's lives.
Even inside a consented reading, language carries the same care. I frame what I see as the current trajectory if nothing changes, because the future responds to what people do. No absolutes, no fear, no diagnosing.

If you're learning this work, the boundaries are not the boring part. They're what keeps what you receive clear, keeps the people around you safe, and keeps you trustworthy.
